Shipping costs to India- Do they vary by item size?

Last time I ordered through standard worldwide mail, the shipping cost was $11, and now it is $21.
1. Have the costs increased?
2. What's the correlation between item size and shipping cost?

Shipping costs are based on weight, and our standard shipping goes by the US pound. So it is $11 up to 1 US pound, then goes to $21 for up to 2lbs. It's a stepped weight charge, which is a little different than other shipping options like DHL Express, which gives price based on the exact weight.
