I’ve read a few times that if omega-3 caps give you a fishy after-taste/burp that it’s gone bad. Is this true?

My pleasure! Remember, only valid lab analyses on specific lots can tell you if a product is good or not. That's why proper testing and quality control are so crucial. Consumers will never have the tools needed to properly assess the quality of a product. It has to fall to the vendors to ensure things are being done right.
