If SHBG just binds to a hormone to make it impotent, why would the body not just make less of the hormone?

Because that's how it stores and has reserves of testosterone. If it had to create more total testosterone every time it needed more, it wouldn't be able to respond quick enough. Having total testosterone bound in sex hormone binding globulin, it provides a reserve that can be freed when needed.
