What happened to the $10 per item declaration value?

Received my order this morning and I found out that only of the item is valued at $10 for the custom. The other one is valued at $40. Luckily I didn't get any letter from custom for tax. In future, how do I know like which item would be placed value as $10 and which are not? I'm just curious because I thought ND already revert back to valuing each item for $10.

It looks like the warehouse fat-fingered it. They changed the first to $10, and then accidentally hit the 4 instead of 1 on the next item. They are right next to each other on the number pad. I will speak to the warehouse about it, but it was just a fat-finger mistake on that item.
