I remember receiving an email couple months back saying that due to these payment processing problems you are not currently shipping outside USA. Is this still true?

No, that's not true. That was Powder City. We ship thousands of international packages a month. There are only a few select countries where we don't ship (Russia, Nigeria, etc.).
