It was originally (under the original Articles of Confederation), but under the Constitution, it has become (increasingly) 50 smaller units of one federal State. No one would ever assume that the governor of Colorado has more power than the U.S. President. No one would ever look to the governor of Mississippi for international trade regulations.

Unless a large shipment of moonshine came in on a ship from the Ukraine, and we needed someone to accurately estimate it's value for import taxes. Then we might look to the governor of Mississippi for assistance.
